Аннотация: 20 years ago, in 1999, the first Joint Meeting of the IEEE International Frequency Control Symposium (IFCS) and the SFMC European Frequency and Time Forum (EFTF) took place in Besancon, France.Organized by Don Sullivan and Fred Walls from NIST and Raymond Besson from ENSMM, this visionary meeting brought the two premier conferences related to time and frequency together for the first time.We would like to now welcome you to the NINTH Joint IFCS-EFTF Meeting here at the beautiful Caribe Royale Resort in Orlando Florida!Over the years this joint collaboration of the leading experts in time and frequency has proved to be a platform for the advancement of science and the enrichment of international relationships in our field.We hope this conference continues to build on the 20 year tradition and provides an enriching experience for all attendees in these beautiful surroundings.It is our privilege to chair the four committees in charge of the organization of this conference.As in previous years, there is a wide variety of Tutorial topics to choose from, four parallel sessions of oral presentations and two poster sessions.The registration includes a Gala Dinner to be held at the Kennedy Space Center directly under the Saturn V spacecraft and an interactive tour.There will be special events for Students including the Student Poster Competition, a Women in Engineering luncheon, and specialized exhibits.Following the conclusion of the conference, an optional tour will allow attendees the opportunity to glimpse one of the many wonderful natural and wild aspects of the area.We hope that this tour will constitute a starting point for discovering other treasures of Orlando and of Florida.Three outstanding Plenary talk new definitions of the base units of International des Poids et Mesures).Around twenty Invited Speakers and several hundreds of scientists will present their latest results and achievements in the various subthus stimulating discussions and exchanges within our international community.We would like to thank all authors and exhibitors for their participation in the success of the conference, and we acknowledge the contribution of all the members of both organizing committees and both technical program committees, in particular those in charge of the organization of entire sections or topics of the program.We would also like to recognize the sponsoring entities of both organizations, SFMC and IEEE-UFFC and their respective volunteers, without whom none of this would be possible.
