Аннотация:Following the previous II editions, CISP-BMEI 2019 continues to be an excellent platform for international exchange of state-of-the-art research and practice in image /video/signal processing, biomedical engineering and informatics.This year, the conference received a large number of submissions around the world, and all papers were rigorously reviewed by many technical program committee members and peer reviewers who devoted tremendous amount of time and effort on the evaluations.After careful selection, a broad spectrum of research papers, ranging from theoretical and analytical studies to various applications, were included in the conference proceedings.Following the CISP-BMEI tradition, the assignments of the papers to oral and poster sessions in the conference were based on topics rather than quality of the papers.We would like to thank all those who contributed professionally to ensuring the high standards of the technical program of CISP-BMEI 2019, including the authors, technical program committee members, peer reviewers and session chairs.We are grateful for the dedication and efforts from the Organizing Committee.
