Аннотация:The thesis analyzes the process of to list the Rio de Janeiro coast, carried Instituto do patrimônio Cultural (INEPAC) in 1985, under the justification of protect the cultural and natural aspects of traditional communities in Paraty, Niterói and São João da Barra.The main hypothesis of this paper is the fact that this patrimonialization was possibilited by a context of discursive renewal, which refers to the period of redemocratization; the moment of defining Rio's identity after the merger of the State of Guanabara with Rio de Janeiro; and the increase of social movements in the areas of culture and environment.The problematization of these factors, in addition to the approach to international and national debates about natural and cultural, material and immaterial heritage, contribute to analyze the role of protection policies today.
