The refusal of the 1966 International Court of Justice to hear a complaint
against South Africa for not administering South West Africa according to the
League of Nations Mandates charter may have been a minor event in the
Court's history, but it generated an exceptional amount of mental and
intellectual effort and energy. The source of the conflict lay in South Africa's
refusal to recognise the United Nations as the legal successor to the League of
