Аннотация:the article examines the modernization of Kazakhstan’s education system since independence in 1991, focusing on the transition from a traditional knowledge-based approach to a competency-based paradigm. It analyzes historical stages of reform, theoretical foundations, pedagogical transformations, and systemic changes in assessment, with particular attention to foreign language education as a case study. The study highlights legislative initiatives, curriculum development, teacher professional development, and digitalization as key factors in implementing competency-oriented education. The research demonstrates how national educational reforms align with international standards, global trends in functional literacy, and lifelong learning, while also addressing challenges related to regional disparities, resource distribution, and language policy.
