Аннотация: This article looks at the competitiveness of the products of the forest industries of Russia's regions and, specifically, examines the issue of how to manage this competitiveness. It also discovers that regional differences grow with increases in the value added of products and shows the characteristic features of the external trade of the forest industries of RF [Russian Federation] constituent entities, including their trade in products with low, medium, and high levels of processing. In addition, this article determines the main trends characterizing the forest sector's development in recent years and shows that the export advantages resulting from swings in the currency exchange rate do not promote production of high value-added products. Moreover, the article specifies the issues interfering with the development of Russia's forest industry: a lack of infrastructure and staff, the difficult financial condition of enterprises, deforestation, and the sector's disregard of global trends. Finally, it determines five general principles for a government policy to promote competitiveness and proposes measures for government support of the forest industry, taking into account the identified regional differences.
