Аннотация:Развитие консолидации земель сельскохозяйственного назначения в России всегда было уникальным по сравнению с другими странами, что обусловлено государственной земельной политикой, обширностью территории и разнообразием природно-климатических условий. Консолидация сельскохозяйственных земель в настоящее время развивается во многом спонтанно, стихийно и хаотично. Наблюдаются долгосрочные тенденции развития агрохолдингов, а также поглощения частных земель полугосударственными аграрными формированиями (parastatals). Развитие консолидации земель сельскохозяйственного назначения в Российской Федерации в настоящее время, в первую очередь, зависит от региональной земельной политики. В связи с этим главной целью монографии является исследование того, как использовать рентное регулирование и инвестиционное проектирование в сельском хозяйстве для стимулирования развития процесса консолидации сельскохозяйственных земель, сфокусированное на повышения эффективности функционирования аграрного сектора национальной экономики. Конкретной целью монографии является исследование роли и значения отдельных инструментов рынка сельскохозяйственных земель и инвестиционного проектирования в условиях цифровизации сельского хозяйства и пространственного развития сельских территорий для стимулирования процесса консолидации сельскохозяйственных земель в рамках рыночной экономики.
The development of agricultural land consolidation in Russia has always been unique in comparison with other countries, which is due to the state land policy, the vastness of the territory and the diversity of natural and climatic conditions. In this regard, internationally recognized and generally accepted approaches, as well as models of land consolidation in agriculture, cannot always be accepted and applied in our country. Consolidation of agricultural lands is currently developing largely spontaneously, spontaneously and chaotically. There are long-term trends in the development of agricultural holdings, as well as the absorption of private lands by semi-state agrarian formations (parastatals). There is also a downward trend in land use by cooperatives and an increase in land use by joint-stock companies and partnerships. The development of agricultural land consolidation in the Russian Federation currently primarily depends on the regional land policy. In the Oryol region, as well as at the federal level, there is a tendency to reduce the number of peasant (farm) households while increasing their average size. In the Republic of Kalmykia, a unique long-term trend continues to operate, consisting both in an increase in the number of peasant (farmer) households, and in the consolidation of the average size of this form of management. In this regard, the main goal of the monograph is to study how to use rent regulation and investment design in agriculture to stimulate the development of the process of agricultural land consolidation, focused on improving the efficiency of the agrarian sector of the national economy. The specific purpose of the monograph is to study the role and significance of individual instruments of the agricultural land market and investment design in the context of the digitalization of agriculture and the spatial development of rural areas to stimulate the process of consolidation of agricultural land within a market economy.
