Аннотация:В статье приведен исторический экскурс предпосылок и эволюции федеральных государственных образовательных стандартов (ФГОС) в высшем образовании. Систематизированы и проанализированы ключевые позиции модернизации высшего образования с определением их влияний на образовательный процесс и его участников на уровне бакалавриата. Авторами пересмотрены два поколения ГОС ВПО 1 и ГОС ВПО 2, и поколения федеральных государственных образовательных стандартов ФГОС 3 (ФГОС ВПО), ФГОС 3+ и ФГОС 3++ (ФГОС ВО). Определено, что «модернизация высшего образования» в обобщенном смысле есть многогранный процесс развития образования, его усовершенствование осуществляется посредством введения государством новых подходов. Обращают внимание к проблемности следствий модернизационных процессов в образовании с учетом частыми сменами образовательных стандартов на основе разной парадигмы, новыми целями, с новыми результатами в образовательном процессе. Отмечается, что модернизационный процесс в высшем образовании привел к рискам для выпускников вузов при вхождении их на рынок труда, прежде всего для выпускников бакалавриата.
The article provides a historical overview of the prerequisites and evolution of federal state educational standards (FSES) in higher education. The key positions of modernization of higher education are systematized and analyzed with the determination of their impact on the educational process and its participants at the bachelor level. The authors revised two generations of the State Educational Standard 1 and the State Educational Standard 2, and the generations of the federal state educational standards FSES 3 (FSES HPE), FSES 3+ and FSES 3++ (FGOS HE). It is determined that “modernization of higher education” in a generalized sense is a multifaceted process of education development, its improvement is carried out through the introduction of new approaches by the state. They draw attention to the problematic consequences of modernization processes in education, taking into account frequent changes in educational standards based on different paradigms, new goals, with new results in the educational process. It is noted that the modernization process in higher education has led to risks for university graduates when they enter the labor market, primarily for bachelor course graduates.
