Аннотация:В данной статье были рассмотрены текущие негативные факторы, сдерживающие потенциальный рост жилищно-строительного комплекса, а также направления повышения уровня обеспечения экономической безопасности комплекса. В качестве ключевой цели статьи определено выделение способов и механизмов противодействия негативным факторам и повышения уровня обеспечения экономической безопасности жилищно-строительного комплекса. В работе был изучен и проанализирован процесс обеспечения экономической безопасности, а также выделена действующая система обеспечения. Среди ключевых элементов данной системы можно выделить нормативно-правовое обеспечение, институциональное обеспечение и информационное обеспечение экономической безопасности жилищно-строительного комплекса. Были рассмотрены угрозы функционирования комплекса, которые указывают на несовершенство текущей системы обеспечения экономической безопасности. Для снижения влияния данных угроз, был предложен ряд мер, способных повысить уровень экономической безопасности. В основе работы лежит нормативно-правовые изменения в регулировании работы комплекса, в том числе изменение текущего способа финансирования объектов жилого строительства с помощью эскроу счетов. Также в статье рассмотрена возможность введения Стратегии экономической безопасности жилищно-строительного комплекса. В статье определен текущий уровень институционального и информационного обеспечения и возможные направления для их улучшения, выделены основные задачи и функции институтов развития комплекса. С помощью изученных данных были выявлены основные угрозы развития комплекса по каждому из элементов обеспечения экономической безопасности, разработаны основные направления для совершенствования механизмов обеспечения экономической безопасности жилищно-строительного комплекса.
In this article, the current negative factors restraining the potential growth of the housing construction complex, as well as directions for increasing the level of ensuring the economic security of the complex, were considered. As the key goal of the article, it is determined the allocation of methods and mechanisms to counteract negative factors and increase the level of ensuring the economic security of the housing and construction complex. In the work, the process of ensuring economic security was studied and analyzed, as well as the current security system was highlighted. Among the key elements of this system are regulatory support, institutional support and information support for the economic security of the housing and construction complex. The threats to the functioning of the complex, which indicate the imperfection of the current system of ensuring economic security, were considered. To reduce the impact of these threats, a number of measures have been proposed that can increase the level of economic security. The work is based on regulatory and legal changes in the regulation of the complex, including a change in the current method of financing residential construction projects using escrow accounts. The article also discusses the possibility of introducing a Strategy for the economic security of the housing and construction complex. The article defines the current level of institutional and information support and possible directions for their improvement, highlights the main tasks and functions of the development institutions of the complex. With the help of the studied data, the main threats to the development of the complex were identified for each of the elements of ensuring economic security, the main directions were developed to improve the mechanisms for ensuring the economic security of the housing and construction complex.
