Аннотация:В статье рассмотрена специфика социального обеспечения инвалидов и пожилых людей в домах инвалидов. В условиях становления советского государства стационарное социальное обслуживание нетрудоспособного населения стало основным видом социальной помощи. В статье проанализированы организационные, финансовые и правовые основания социального обеспечения в условиях инвалидного дома, особенности управления учреждением, жизненное пространство и качество жизни обитателей инвалидных домов. Исследование проведено на ранее не публиковавшихся архивных материалах сибирских архивов
The article considers the specificity of social welfare of the disabled and the elderly in the homes for the disabled. Stationary social service was the main type of social assistance for the disabled in early Soviet period. We analyze the organizational, financial and legal grounds of social welfare in the homes for the disabled, peculiarities of management, housing environment and inhabitants’ quality of life. Our research based on previously unpublished archive materials of the Siberian archives. We conclude quality of life at the Siberian homes for the disabled in 1920-1930s was ‘restricted comfortable’. Formally, the management of homes gave everything necessary for the organization of living space of disabled and the elderly, but ignored their real needs. The system of social welfare had not professional feeling of responsibility about disabled citizens. In fact, the proletarian state refused to them in adequate, comfortable, independent life. As a result, the elderly and the disabled were excluded from the normal social life of the Soviet society.
