НО ТОЛЬКО ЭТО — ПОДСИСТЕМА, КОТОРАЯ «СНИЗУ» СВЯЗАНА С НАСЕЛЕНИЕМ — НОСИТЕЛЕМ И ИСТОЧНИКОМ ВЛАСТИ, В ТОМ ЧИСЛЕ И ПО ОТНОШЕНИЮ К ВЫШЕСТОЯЩИМ УРОВНЯМ, А «СВЕРХУ» — С ОРГАНАМИ ГОСУДАРСТВЕННОЙ ВЛАСТИ СУБЪЕКТОВ ФЕДЕРАЦИИ, ПОЭТОМУ НЕОБХОДИМО ЧЕТКО ПОНИМАТЬ, ЧТО РАЗВИТИЕ МУНИЦИПАЛЬНОГО ОБРАЗОВАНИЯ ДОЛЖНО БЫТЬ УСТОЙЧИВЫМ. В ПРОТИВНОМ СЛУЧАЕ ИСЧЕРПАНИЕ ДАННОГО ФАКТОРА МОЖЕТ ПРИВЕСТИ К КРИЗИСУ РАЗВИТИЯ РЕГИОНА С НЕПРЕДСКАЗУЕМЫМИ СОЦИАЛЬНО-ЭКОНОМИЧЕСКИМИ ПОСЛЕДСТВИЯМИ.
The article discusses the modern Russian economy, covering it both vertically (central area) and horizontally (inter-relationships between the overall system and state economic ties). In the critique's view, the most important objective of regional management is to overcome the systematic crises plaguing its different regions, and ensure there will be sustainable financial growth. The latter should be based on existing market mechanisms and strengthen regional financial stability through state-borne activities. The document says that for these to succeed, regional governance — including the municipal sector — needs to be fortified. Moreover, the local government subsystems in the regions have to receive financial, technical and organizational support. Subsequently, the review explains the subsystems' relationships with the public, the regions and the Russian Federation authorities. The paper then explains why municipal development has to be sustainable to mitigate or even avert a regional crisis marked by unpredictable economic and social consequences. At this stage, the commentary deals with several important principles (such as separation of powers and administrative sovereignty), prior to launching a lengthy discourse on Russia's vast territories and their populations. With regard to the territories, the study says that mechanisms have to be created to manage territorial development, with these to derive their power from a synergy (interaction of regional and municipal authorities with civil society). In conclusion, the review says territorial self-government needs to be transformed gradually, acquiring the status of an independent governing body. This could be accomplished via further mergers with the local soviets (councils), creating a single fortified system of lower-level government.
