Аннотация:Описаны этапы внедрения федеральных государственных образовательных стандартов в Российской Федерации с 1992 по 2018 г. Сформулированы особенности электронной информационно-образовательной среды при обучении с применением дистанционных образовательных технологий (ДОТ) в соответствии с требованиями образовательных стандартов, разработанной в Сибирском государственном университете телекоммуникаций и информатики (СибГУТИ). Для оценки качества электронной информационно-образовательной среды и всего учебного процесса в целом в университете систематически проводится мониторинг образовательного процесса с применением ДОТ. Использование описанных в статье процедур контроля качества и мониторинга дистанционного образовательного процесса позволило СибГУТИ уменьшить отсев студентов, обучающихся с использованием ДОТ, и стабилизировать этот контингент.
The article describes the main stages of the implementation of the Federal State educational standards in the Russian Federation realized from 1992 to 2018. The differences of the distance educational technologies (DET) paradigm from the traditional educational technologies (TET) paradigm as well as the ways of transforming the "teaching" educational process into the "learning" educational process are described. Since the use of DET plays an important role in teaching students the electronic information educational environment (EIEE), the Federal State educational standards set strict requirements to the electronic information educational environment: access to curricula, programmes of courses and practices; possibility to provide all types of training and to evaluate the learning outcomes; interaction between those who are involved in the educational process; availability of electronic library systems and electronic educational resources; possibility to register the progress attained in the educational process as well as mid-term monitoring results; development of the e-portfolio of students. The specificities of the electronic information educational environment with the use of DET in accordance with the requirements of educational standards developed at the Siberian State University of Telecommunications and Information Sciences (SibSUTIS) are formulated. To provide a regular interaction between users and administrators of the learning process the electronic information educational environment contains students` accounts, teachers` and administrators` accounts, the database, the repository for learning material and student assignments.
